(b) Each team is expected to either provide a referee qualified by the ECB or have at least one player who has participated in the fair play arbitration course. (d) Clubs wishing to be admitted to the League must make a written request no later than 30 September of the year preceding the year in which they wish to join. The league will include clubs that have been relegated from the West of England Premier League (W.E.P.L.) to the senior division as members. The player and both clubs must complete the transfer form (see “Download Forms” on the BDCL website) and return it to the Registration Committee. This must confirm that the player has no financial debt to his current club. .
